Market Access Analyst (Africa and Middle East) – Telecoms Regulatory and Policy

​

Welchman Keen is seeking a Market Access Analyst to support and deliver regulatory, policy, and market entry strategies for clients in the telecommunications sectors across Africa and Middle East. This is a mid-level role, ideal for professionals with strong regulatory and market access expertise, who are ready to take on greater responsibilities within an international consulting environment. Occasional travel within Africa and the Middle East will be required for client meetings, stakeholder engagement and regional meetings.

This is a fully remote position with a preference for candidates located in Africa and the Middle East. We are open to considering full-time, part-time or flexible work arrangements.

​

Responsibilities

​​

  • Advise clients on market access, licensing, spectrum management, and regulatory strategies relevant to the telecommunications and technology sectors in African and Middle Eastern markets.

​

  • Support and contribute to regulatory engagement strategies with key stakeholders, including national regulatory authorities, ministries, and regional bodies (e.g. African Telecommunications Union, Arab Spectrum Management Group) and potentially international bodies (e.g. International Telecommunication Union).

​​

  • Conduct and manage research to support client strategies, including regulatory assessments, licensing processes, and compliance requirements.

​​

  • Prepare high-quality deliverables, including regulatory briefs, white papers, client memoranda, and policy recommendations tailored to specific client needs.

​​

  • Monitor and analyse regulatory and policy developments across African and Middle Eastern markets, identifying emerging opportunities and risks for clients.

​​

  • Collaborate closely with Welchman Keen’s global team, including colleagues in various regions.

 

Preferred Candidate Profile

​

  • 2 – 4 years of relevant professional experience in telecoms/technology regulatory affairs, market access, or public policy, ideally with good exposure to licensing, spectrum, and policy issues.

​​

  • A good understanding of telecoms regulatory frameworks, licensing, spectrum management, and market entry processes in African and or Middle East jurisdictions.

​​

  • Strong research and analytical skills, with the ability to produce well-structured and succinct client deliverables.

​​

  • A bachelor's degree or higher in Engineering, Public Policy, Law, or a related discipline.

​​

  • Residency in Africa or the Middle East – candidates must have full rights to live and work in their country of residence. Please note: As this is a fully remote role, no work visa sponsorship will be provided.

​​

  • Fluency in English is essential. Proficiency in African and Middle Eastern languages (e.g., Arabic, French, Portuguese, etc.) is a strong advantage.

​​

  • A flexible and proactive working approach, with the ability to manage tasks independently while collaborating within a global team.
