Víctor Martínez, Managing Director for Latin America and the Caribbean: Victor’s brings over two decades of experience in information and communications, which include being an Expert in CITEL Working Groups, Asia-Pacific initiatives, Free Trade Agreements (USMCA, Pacific Alliance, CPTPP), and facilitating international engagement for Mexican regulatory authorities. His unique blend of global insights and regional expertise enables Welchman Keen to navigate complex LAC regulatory environments.
Gustavo Javier Fernandez, Senior Manager for Spectrum Policy: Bringing three decades of ICT experience from the Argentine Government, Gustavo was formerly Head of Satellite Affairs at CNC-Argentina, ITU and CITEL Focal Point for Argentina, and leader in international telecommunications forums. His profound understanding of spectrum policy and governance enhances our capacity to develop strategic solutions for the LAC region.
Laura Fuentes Cedeño, Policy Analyst for Market Access and Regulatory Affairs: Laura specialises in ICT, telecommunications, and digital ecosystems across Latin America. Extensive experience in contractual relations, legal advisory services, and policy formulation. Her Panamanian background and broad regional expertise provide invaluable insights into the local nuances of the LAC telecommunications landscape.
